Who is eligible for a subsidy?
Most Ukrainian families can receive state aid – a subsidy – if their utility costs exceed an average of 15% of their monthly income. The government will pay for every citizen.
For example, a family with two able-bodied parents and one child resides in an apartment of 50 m2 in Kyiv. Family income – 7000 UAH. per month, utility costs – 2520 UAH. In the case of a grant, such a family will pay only UAH 875 for the utility, the rest – UAH 1645. – to pay the state.
The state has taken a step towards those people who rented housing. Such families, on the basis of a rental (lease) contract, can also receive a subsidy and pay significantly less for utilities.
The subsidy is calculated based on the income of the persons registered in the house (apartment) and is issued to any of the family members. The existence of arrears on payment for housing and communal services does not affect the determination of the right to receive a subsidy.
Citizens who received a subsidy during 2015-2016 will automatically receive it in the next (2016-2017) heating season.
How to apply for a subsidy?
The mechanism for housing subsidies is significantly simplified. In order to receive state aid for the payment of housing and communal services, it is only necessary to complete the Income Statement and Declaration. No other documents are required.
Each Ukrainian family will receive in the mailbox a Declaration of Income form, an application for a subsidy for housing and communal services, and instructions on how to fill it properly.
Ready documents can be:
• submit to the local Labor and Social Policy Departments independently;
• submit independently to village and village councils;
• send a registered letter to the social protection authorities of the place of residence.

Within a few weeks of receiving the documents, the social institution will notify in writing the decision regarding the assistance and its size. The subsidy is irrevocably fixed for 12 months, not six months, as it was before. It is automatically recalculated to the next term without any additional applications.
