Ukrainians have the opportunity to warm homes in the winter, replace an old gas boiler with a more efficient one, install a water meter or heating at the expense of the state – thanks to a government-sponsored energy efficiency program known as “warm loans”.
This is irrevocable monetary state aid to the population of Ukraine. It is provided by Oschadbank, Ukrgasbank, and Ukreximbank in the amount of:
• – 20% compensation for individuals for the purchase of “non-gas” boilers (70% for subsidy recipients);
• – 40% of compensation for condominiums, housing and communal services for the purchase of energy efficient materials and equipment (70% for recipients of subsidies).
To meet the demand for the program in the state budget this year provided 893,8 million UAH. for reimbursement for “warm” loans, which is three times the amount of 2015.
Citizens have the opportunity to receive partial compensation for energy-efficient measures not only from the state budget but also additionally (15-20%) from regional and city programs. The government has joined forces with the RSA and cities and launched local programs to co-finance energy-saving measures for the population, enabling people to receive more assistance. At present, 172 local co-financing programs have been adopted.
The Government’s agenda is the monetization of subsidies with the possibility of its use for energy efficiency measures, as well as the creation of an Energy Efficiency Fund, which will give this activity a systemic character.
