Training Program “Enhancing the Capacity of National Institutions to Effectively Implement the Energy Efficiency Reform Process”

The project is part of the Qualification and Vocational Education and Training component of the Energy Efficiency Reforms in Ukraine project, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and funded by the Federal Ministry of Economic Cooperation and Development of Germany (BMZ).

The purpose of the program

raising awareness of officials of central executive authorities on the implementation of energy management and energy monitoring systems, efficient operation of state-owned institutions, to ensure rational use of energy, which in turn will facilitate the further dissemination of experience and practices.

creation of an effective structure in CEB that is able to collect and analyze information on energy saving potential, to plan technical and organizational decisions, to efficiently operate institutions whose maintenance is carried out at the expense of budgetary funds

Geography of the program

the training program was implemented in five cities of Ukraine:
Kyiv, Odessa, Lviv, Chernihiv and Kharkiv.

The main objective of the Training Program is to raise awareness among central government officials about the implementation of energy management and energy monitoring systems, the efficient operation of state-owned institutions, to ensure the rational use of energy, which in turn will facilitate further dissemination of experience and practice.

The main objective of the training program is to create an effective structure in the CEB, which is able to collect and analyze information on energy saving potential, to plan technical and organizational decisions, to efficiently operate the facilities maintained at the expense of budgetary funds.

Further implementation of energy efficiency measures, reduction of energy consumption and reduction of greenhouse gas emissions in the buildings of state bodies will allow to use the leading role of the central executive authorities and to expand the experience gained in energy efficient operation of buildings, rational consumption of energy resources, use of renewable energy sources, use of renewable sources.

The training program was implemented in five cities of Ukraine: Kyiv, Odessa, Lviv, Chernihiv and Kharkiv.

The program was attended by CEB representatives from:
– the Cabinet of Ministers of Ukraine;
– the Ministry of Defense;
– Ministry of Ecology and Natural Resources;
– Ministry of Education and Science;
– Ministry of Regional Development, Construction and Housing and Communal Services;
– State Agency for Energy Efficiency and Energy Saving of Ukraine;
– Management of administrative buildings of the Verkhovna Rada and the Office of the President of Ukraine
