The 1st All-Ukrainian Conference “Energy Efficiency and Energy Saving in Educational Institutions: New Challenges and Opportunities”

To date, the problem of inefficient use of energy resources in the educational sphere of Ukraine is quite acute, which in turn leads to the impossibility of providing proper comfort conditions in educational institutions with excessive energy expenditures from local budgets. Therefore, a prerequisite for reducing the energy consumption of educational buildings is the involvement of representatives of the education, science departments of the local, district and state levels, as well as heads of educational institutions, in the movement in the field of energy efficiency and energy conservation.

The first All-Ukrainian Conference-seminar “Energy Efficiency and Energy Saving in Educational Institutions: New Challenges and Opportunities”, organized by the Ministry of Education and Science of Ukraine, the NGO “School of Energy Efficiency” and the National Ecological and Natural Science Center November 5, 2015 in Kyiv.

The conference was attended by about 300 representatives of the educational sphere from all over the country. Representatives of the Ministry of Education and Science of Ukraine, Ministry of Finance of Ukraine, Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, State Energy Efficiency of Ukraine, international organizations (EBRD, NEFCO, GIZ, USAID), All-Ukrainian Association of Energy and Energy of Ukraine “, banking institutions (Ukrgasbank, Oschadbank), manufacturers of energy efficient equipment (Danfoss, Henkel, SEMPAL, Viessmann), responsible for energy efficiency and education of local authorities self-government.

Particular attention was paid to conferences considering the existing possibilities for realizing energy-efficient potential in educational institutions and practical recommendations for financing energy-efficient measures.

Currently, effective financial support mechanisms aimed at implementing energy-efficient measures have already been set up at the state level. First of all, it is about the possibility of financing investment projects at the expense of the State Regional Development Fund, much of which, in the next year, is planned to be directed at project implementation. on energy efficiency, as Elena Kucherenko, Director of the Regional Development Department of the Ministry of Regional Development, noted in her report.

In addition to raising funds from the state budget, there are currently various international donor programs operating in Ukraine that provide financial and technical support in the field of energy conservation. Representatives of the EBRD, NEFCO, GIZ and USAID spoke about the opportunities to participate in such educational projects.

New Organizational and Legal Opportunities for Implementation of Energy Efficiency Projects in Budget Buildings, Particularly Based on the Functioning of the Energy Services Contract Mechanism, and Main Institutional Barriers to their Successful Functioning, Irina Zapatra, Chairman of the Board of the Ukrainian Center for Promoting Public-Private Partnership, presented .

Among the technical, financial and economic aspects of implementing energy-efficient projects, issues related to their practical implementation are important and relevant. Representatives of the KyivESCO KP, the Institute for Local Development and the Kiev Center for Energy Efficiency shared their experience in the field with the conference listeners.

Famous manufacturers of energy efficient equipment (Danfoss, Henkel, SEMPAL) presented their experience in implementing the latest energy efficient technologies in budget buildings.

It should be noted that domestic financial institutions are actively involved in resolving energy consumption issues. The first major steps in this direction are made by Ukrgasbank and Oschadbank, which presented to the conference participants current programs for financing energy-efficient measures in residential buildings.

In addition, the conference organizers paid special attention to the formation of a new energy-saving behavior model for young people and presented programs to involve students in saving energy and environmental culture.

As a result of the work, the participants of the event developed recommendations on the first steps that should be taken to intensify activities to implement energy-efficient measures and promote energy conservation in educational institutions in Ukraine.

We are confident that the information and experience gained from leading experts from the conference will be useful in further building sustainable and modern energy supply for educational institutions at the expense of energy efficiency potential and clean energy projects.
