The Concept of the National Campaign for the Promotion of Professional Qualifications in the Field of Energy Efficiency was developed by the experts of the NGO “School of Energy Efficiency”

Within the framework of the project “Promotion of professions and education in the field of energy efficiency” the Concept of the National Campaign for the Promotion of Professional Qualifications in the Field of Energy Efficiency has been developed.

In the framework of the project “Promotion of professions and education in the field of energy efficiency”, which is implemented within the component Professional Qualifications” of the project “Promotion of Energy Efficiency and Implementation of the European Energy Efficiency Directive in Ukraine”, implemented in Ukraine by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, experts of the NGO “School of Energy Efficiency” developed the Concept of the National Campaign for the Promotion of Professional Qualifications in the field of Energy Efficiency.

The key principles of work on the Concept were:

Involvement of experts for development.

Experts of the NGO “School of Energy Efficiency”, with many years of experience in teaching, practical application and promotion of energy-efficient technologies in Ukraine, were involved in the development of the Concept of the National Campaign for the Promotion of Professional Qualifications in the field of Energy Efficiency.

The developers of the Concept of the National Campaign for the Promotion of Professional Qualifications in the field of Energy Efficiency were:

Serhii Garaschuk is a leading expert on financial issues of local and regional budgets. He has many years of successful experience in the implementation of energy efficiency programs, municipal energy management, organization and implementation of energy efficiency and energy-saving projects in municipal facilities in various cities of Ukraine.

Evgenij Inshekov – a leading expert in the field of energy efficiency technologies and energy management. He has many years of teaching experience at the Institute of Energy Management and Energy Conservation of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”. He has significant experience in developing training programs in the field of energy efficiency, energy audit and energy management.

Establishment of a Steering Group of experts in order to provide the widest possible view of the issue and ways to solve it.

The Steering Group included representatives of public authorities and local governments, experts on international projects, public organizations and associations, representatives of educational institutions and leading business companies. The participants of the Steering Group got acquainted with the work of experts in stages and provided their comments, and during the work on the Concept met twice online and exchanged views on areas of activity that will help to promote working professions in energy efficiency.

On June 2, 2021, the first online meeting of the Steering Group was held to discuss chapters 1-3 of the draft Concept of the National Campaign for the Promotion of Professional Qualifications in the field of Energy Efficiency.

On August 26, 2021, the second online meeting of the Steering Group was held to discuss chapters 4-6 of the draft Concept.

Analysis of international experience.

An important component of the work was the study and analysis by developers of the Concept of best practices of different countries. Work on the Concept was also carried out with the involvement of GIZ GmbH international consultant Niklas Hayek. This allowed taking into account international experience in the formation of the structure and the content of the Concept.

Thanks to the consolidated work of all parties involved, the structure of the Concept was developed and agreed upon. The document was developed, which was considered and supplemented by the comments of the experts of the Steering Group.

The next step in working on the Concept of the National Campaign for the Promotion of Professional Qualifications in the field of Energy Efficiency will be the development of a plan of possible ways of its implementation.
